Regulation of the use of Attila József County Library of the Komárom-Esztergom County Administration
Attila József County Library is a public library and public cultural institute which is at all visitors’ disposal with its services according the regulations about the function of the libraries which are stated in the regulation of the use of the library.
The services are available at the following time:
The library accepts visitors in group – according to previous agreement – on Mondays as well.
In the months of July and August the library is closed on Saturdays.

2. General rules
2.1 The use of the cloakroom for the visitors of the library is free. It is not allowed to take bags, packages, umbrellas into the reader room. The institute takes no responsibility for the values of the visitors.
2.2 Smoking is prohibited at the whole area of the institute, eating, drinking is not allowed in the reader room. We ask our visitors not to use their mobile phones.
2.3 Visitors under the age of 14 can use the children’s department.
2.4 Advertisements, announcements can be placed at the area of the library only with the director’s permission.
2.5 The condition of the visit of the library, use of the services is that the library user has his/her personal information registered. (Except for the visitors of the events.)
2.6 Own documents can be brought in into the reader room if the visitor shows them at arrival and leaving.
3. Services of the library

3. 1. 1 Use of the library documents on the spot
Visitors are allowed to use all documents on the open shelves.
Documents kept in the warehouse can be accessed by filling out a request sheet.
By using the museum documents and local historic documents kept in the warehouse (to protect these documents) the reader’s personal information will be registered, the handing and taking over of the document will be signed by the reader and the librarian.
3. 1. 2 Use of the document-discovering matters
Visitors are allowed to use the traditional and IT catalogues of the library.

Qualified librarians inform the visitors about
- the use, collection and services of the library,
- the library system, collection, documents, services of other libraries,
- all information that can be chosen from the library catalogues, purchased or free accessible data bases in the internet, information booklets.

Copies can be made from the printed documents of the library – keeping the author’s right in respect.
3. 2. 2 Literature research
In case the user asks for information in written form or he/she needs sources that do not serve information primary (hidden bibliographies, journals, etc.), he/she must pay a fee determined in the appendix nr. 1.
3. 2. 3 Use of the computers and the internet
For the use of the internet and the designated computers, and the copy a fee determined in the appendix nr. 1. must be paid. No fee has to be paid for the use of computer data bases built by the library, CD-ROMs in the possession of the library and the free data bases accessible in the internet and opened by the librarians. The rules of the use of the internet are contained in the appendix nr. 2.
3.3 Free services bound to matriculation
3. 3. 1 Loaning
The library lends a certain part of its documents to the matriculated readers. To avoid any misuses we ask our readers to show its reading card at loaning every time.
3. 3. 1. 1 Rules of loaning
The number of documents loaned at once: 8 pcs
Due date of loaning:
In case of books (with appendixes), records, audio CDs and reading books from the documents to be loaned: 30 days,
other documents to be loaned /CD-ROMs, filmstrips, DVDs, DVD-ROMs, journals (in case of journals not to be preserved, except for the newest issue), video tapes/: 3 days.
(Our readers under the age of 14 are allowed to loan only 3 items out of our miscellaneous documents at once.)
books in the reader room can be loaned only with the permission of the librarian on duty, solely for that period of time when the library is closed. Works published before 1945 are not allowed to be loaned, not even with their permission.
The due date (except for the books in the reader area) can be extended unless another reader has put a demand on it or he/she is a member of our library. Loaning cannot be extended after the second notice either.
Extension: by books: 3 times
Other documents: 1 time.
The fact of loaning is recorded in the integrated computer system of the library. It can be controlled on the computer in the library or in the internet with an own password by the reader. Printed information is given about the current loaning. Extension can be requested per person, by phone, letter or per e-mail. Extension demand sent per e-mail we accept in open hours, letter received afterwards will be processed the next open day. All notices about extension will be responded.
3. 3. 1. 2 Procedure in case of delay
In case the reader has not returned the loaned documents till the due date and asked for an extension, he/she is obligated to pay a fee for each document daily and for the administrative cost and postal fee.
In case of documents loaned for 30 days the library sends a notice – 8 days after due date – to the reader.
14 days after the first notice, we inform the reader or his/her guarantor (if he/she has no income) about the dept through a certified letter. Both letters include the amount of the delay fees, administrative and postal costs.
In case of documents loaned for 3 days – on the 2nd day of the delay – a notice will be sent. The second notice will be sent on the 7th day after the first notice. Further procedure is the same with the loans of documents for 30 days.
18.104.22.168 Procedure in case of documents loaned but not returned or lost
The value of the not returned document(s) must be compensated. The amount is stated according to act 3/1975. (VIII.17.) KM-PM. Along with the head of the reader room department. In case of loss, damage of journals, the reader is obligated to pay its price.
3. 3. 2 Reservation of library documents
If the reader cannot get the document of the library (due to loaning, binding or other reasons), he/she can reserve it. As soon as the document is returned, we inform the reader per post – in demand per e-mail. We keep the reserved document for the reader for 6 working days. (The fee of the reservation is described in the appendix nr. 1.)
3. 3. 3 Interlibrary loaning
The library asks for those documents that cannot be found in the library through interlibrary loaning for the reader. The conditions of the use of the loaned documents are determined by the loaning library- At interlibrary loaning, the reader may have to pay a fee to the loaning library. In case of a delay, a delay fee must be paid according to the appendix nr. 1.
Registry is free of charge at all times. Through registry the following personal information can be asked for: name, maiden name, mother’s name, place and date of birth, number of the identification card. The library uses the registered personal information solely for its own purposes, it does not give it to other persons or organizations, it does not allowed to look at it.
4. 1 Visitor’s ticket
The registered person gets a visitor’s ticket which is the condition of the use of the library. The visitor’s ticket is valid for a calendar year, it cannot be transmitted. Its owner can use the services described in chapters 3.1 and 3.2.
The basic condition of the matriculation is that the person intending to use the services has valid official documents (ID card, address card or passport or driver’s license) that prove his/her identity: name, maiden name, place and date of birth, mother’s name, permanent address and temporary address, number of the valid official document. The library asks for the following data which are facultative from the readers as well: profession and name, address of the work place, registry number of pensioners, e-mail address, phone number.
In case the matriculating person has no income, we ask the same information from his/her guarantor.
The right for discounts must be proved.
The matriculation is valid for 365 days. The condition of the renewal of the membership is the same with the matriculation.
5 .1 Registry sheet, reader’s announcement
The personal information listed under the point nr. 5. is on the registry sheet of the reader and the announcement in which the reader obligates himself/herself to keep the regulation of the use of the library, to inform the library about any changes in the personal information and accepts method of the library registration. Members with income take financial responsibility for the loaned documents in this announcement. In case of members without income, the guarantor must take responsibility.
5. 2 Library card
It contains the information of the library besides the individual identification and name of the reader. The library replaces a lost library card for a fee described in the appendix nr. 1. Damage due to loss must be paid by the reader until he/she informed the library. The library card can be used only by its owner, or it can be replaced only by its owner in case of loss. If he/she gives it to another person and damage happens, its owner must take responsibility for it.
5. 3 Guarantor announcement
Matriculation of a reader without income needs a guarantor. The guarantor announcement contains the information described under the pint nr. 5 and the signed fact of the guarantee.
6. Handling of information requested at matriculation and registration
The requested information can solely used to manage the library registries, to make library statistics and library research purposes. The library does not give the personal information to a third party and does not make it public. The registries and data documents must be managed so that they can be accessed only by the appropriate persons. All employees of the library are responsible for the handling of the data according to the law. If the reader discontinues his/her membership and has no dept to the library, the reader’s all information must be deleted for demand.
7. Handling of complaints
Visitors who complain about the library or any of its employees can turn to the manager of the duty service. In case their problem cannot be solved and settled, they can turn to the head of the institute.
The “Readers’ book” placed on the counter gives an opportunity to announce any complaints in written form or to give suggestions how to improve the services. We respond the written remarks within two working days.
8. Suspension of the right to use the library
The library can temporarily suspend the fulfillment of the services from those who has dept or breaches the regulations related to the use of the library. He/she can be banned from using the library if his/her behavior frequently prevents other visitors from exercising their right.

Appendix nr. 1.
Matriculation fee: (for 365 days) 1700 Ft
a.) Visitors over the age of 70, under the age of 16, employees of public collection with a valid work identification, employees of the Komárom-Eszterom County Administration, full-time workers of the college MÜTF do not pay a fee.
b.) Pensioner under the age of 70 and full-time high-school students pay 360 HUF.
c.) Full-time college or university students who have a valid student card pay a matriculation fee in the amount of 860 HUF.
a.) In case of documents loaned for 30 days: for each document daily 10 HUF, in case of documents loaned for 3 days: for each document daily 100 HUF.
b.) In case of documents in the reader room (loaning for the days when the library is closed) it is 500 HUF/day.
c.) Delay fee for interlibrary documents is 500 HUF/day/document.
Notice about arrival of a reserved document or the first notice about the past due date of the loaned document is: 100 HUF, in case of a certified letter: 430 HUF
Replacement of a lost library card: 600 HUF.
Copy fees (We only copy from the documents of the library!)
The fee of the use of the computer and the internet is 200 HUF/hour. The shortest period of time can be half an hour (100 HUF).
Printing from the computer: black-white: 30 HUF/page.
Literature search: 3000 HUF/work hour
Our fees are in HUF and contain the VAT.

appendix nr. 2.
Rules of the use of the internet
1. Computers designated for the use of the internet can be used by showing a valid library card or a visitor’s ticket.
2. The basic time of the use of the computer is 60 minutes. In case nobody wants to use the service, this period of time can be extended. If anybody waits for the computer, we ask our visitors to let others use them after an hour.
3. The fee of the use of the computer is 200 HUF/hour. The shortest period of time is half an hour (100 HUF). The beginning and end of the usage is recorded by the computer as soon as the user logs on. After ending the use he/she has to log out. The fee must be paid at the counter.
4. Own CDs, pendrives can be used.
We give an opportunity to print the selected parts. The printed pages must be paid for. (If you are not sure how to print, please ask for help from the librarians, because the accidently printed pages must be paid for as well.)
5. Fee of printing (black-white) 30HUF/page. (There is no opportunity to print in color.)
6. If you notice any failure in the system, please in form a librarian immediately!
7. It is prohibited to change the settings and programs of the computer.
8. The user is financially responsible for the damage caused in the computers and programs.
9. The user cannot violate the requirements of the cultural institute and its moral expectations. The user takes responsibility for keeping the law. The library takes no responsibility for the eventual breach of the law.
10. The rules of the use of the internet concern the use of Word and Excel programs as well.
